This document will remain a Candidate Recommendation until at least 31 January 31, 2013. After that date, when and if the exit criteria are met, the group intends to request <a href="http://www.w3.org/2005/10/Process-20051014/tr.html#RecsPR">Proposed Recommendation</a> status.
