[EME] Remove obsolete non-normative paragraphs related to the removed MEDIA_ERR_ENCRYPTED.

MEDIA_ERR_ENCRYPTED was removed in changeset cb3a898bcd64 and these non-normative
paragraphs were orphaned. They are now obsolete and/or covered elsewhere.
